Andrea L. Smith, MSW - CIT Director

Andrea Smith serves as Director of Innovation & Community Engagement with the Detroit Wayne Integrated Health Network (DWIHN). In this role, Andrea leads the oversight, development, implementation, and monitoring of clinical service models while evaluating workforce needs — strategically planning and implementing ways to address gaps through training and grantsmanship. During her tenure, Andrea has been instrumental in the implementation of the 40-hour Crisis Intervention Team (CIT) training for law enforcement of Wayne County, Michigan. 

She has fifteen years of increasing expertise within the field of health and human services. Her prior experiences have included division manager, program evaluator, project manager, veteran supportive housing coordinator, guest lecturer, research associate, and child development specialist. In addition to being a featured interviewee on multiple local news stations, Andrea has received recognition for her contributions, receiving multiple awards including two from the Michigan Chronicle among its Women of Excellence Class of 2019 and 40 Under 40 Class of 2015 honorees. Additionally, she was presented with a Spirit of Detroit Award for distinguished service and leadership.

Andrea earned her Master of Social Work degree from Eastern Michigan University, a Graduate Certificate in Entrepreneurship from Eastern Michigan University, a Graduate Certificate in International Health from Central Michigan University, and completed the coursework for a Doctorate in Health Administration at Central Michigan University.

ARNOLD WICKER SR. - CIT COORDINATOR

Retired Commander, Arnold Wicker Sr.

Arnold Wicker Sr. brings an abundance of experience, knowledge, and expertise to our team.

Retired from the Detroit Police Department at the rank of Commander after a distinguished 30 year career. He serves as the first Crisis Intervention Team (CIT) Coordinator for Wayne County and Detroit Wayne Integrated Health Network (DWIHN) since joining the team in 2017 along with being a Mental Health First Aid facilitator.

Arnold has an extensive background in emergency management, facilitating training in Incident Command Systems (ICS) and Community Emergency Response Teams (CERT).

He is a graduate of the FBI National Academy, Northwestern University School of Police Staff and Command and the Naval Post Graduate Academy. Arnold also attended Harvard University, Kennedy School Executive Education, Leadership in Crisis: Preparation and Performance program.

Arnold is currently an adjunct Instructor for Schoolcraft College and Macomb County Community College, with areas of concentration including Terrorism, Homeland Security, Criminal Justice, Security, Emergency Management, and Cultural Diversity. Arnold has facilitated the following MCOLES approved components: Cultural Competence, Interpersonal Communications Skills, Ethics and Law Enforcement/Mental Health Services for the Wayne County Regional Police Academy.

He holds a Bachelor’s Degree from Wayne State University and a MPA from Central Michigan University. In 1996 he obtained the coveted designation as a Certified Protection Professional (C.P.P.) recognized internationally as the gold standard in private security from A.S.I.S. International and has achieved Lifetime member status.
 

james lightfoot, jr. - CIT Coordinator

Retired Police Sgt James Lightfoot, Jr. has 35 years of experience as a law enforcement professional. He has natural leadership abilities, and superior interpersonal skills. Sgt James is certified by the QPR Institute as an instructor on the Question, Persuade, Refer gatekeeper model. He is also certified by the National Council for Behavioral Health as a Mental Health First Aid instructor. Lightfoot has the unique advantage of being highly trained in law enforcement, as well as training in mental health. James is also a lead CIT Instructor with the Detroit-Wayne Crisis Intervention Team. Not only does he have this personal experience, he has a story to tell, about how one traumatic experience changed his whole career.
